Constitution
Article I: Purpose
Section 1: Hysteria’s purpose is to engage and increase youth voice and presence in the wider community through a platform that provides the opportunity for students to publish opinions and cultivate a creative voice.
Section 2: A quarterly magazine, accepting a synthesis of creative expression, ranging from written pieces to art and multimedia. Driven by students with the purpose of creating a provocation, we accept opinion pieces, non-fiction, featured art, political, poetry, fiction, and any other media that can be conveyed on the physical page.
Section 3: Hysteria does not accept pieces disseminating hate speech, misinformation, or discriminatory material including, but not limited to, racism, homophobia, sexism.
Article II: Capabilities and Expectations of Editors
Section 1: All editors must have been a contributor in some aspect before becoming an editor
Section 2: Section editors have the preliminary responsibility to choose pieces for publication, but senior editors ultimately have complete authority over all publishable pieces - overriding section editor decisions
Section 3: Section Editors must take responsibility over any published material of their section, including any plagiarism or malpractice existent within the piece. This will be the sole responsibility of section editors, as writer’s will cede their accountability once section editors
Section 4: Editors act as an advisory member for writers and are not allowed to write or dictate any sections of pieces that they are not credited authors of
Section 5: Editors are responsible for fact-checking reliability and credibility of all sources and that sources are present, as well as plagiarism and AI use (or any other, currently non-existent generative technology)
Section 6: All editors can publish and contribute individual content, but are not able to be their own editor, even if they are publishing under the section of specialisation
Section 7: Editors should be cognisant in allowing writers to apply for changed deadlines, especially around time periods such as exam weeks and competition seasons
Section 8: Editors must abide by professional behaviour towards their contributors
Section 9: Section Editors must fulfil their capabilities, or give adequate warning to Senior Editors in order to find additional support
Article III: Capabilities and Expectations of Senior Editors
Section 1: Senior editors are responsible for overseeing that Section Editors are carrying out their responsibilities
Section 2: Senior Editors can be elected into their role after work as a section editor, and contributor for the magazine. They are to be voted in by the Executive Board, and elected to the board by one of the existing Senior Editors.
Section 3: Senior Editors must pre approve all piece’s content before section editors are assigned to each piece.
Section 4: Senior Editors are responsible for deciding how content is structured throughout the magazine, including ordering the contents page, and writing the editors’ foreword
Article IV: Terms of contributor involvement
Section 1: All applicants must be approved by (n-1) senior editors, n being the total number of senior editors
Section 2: All applicants are encouraged to apply with samples of work and a brief description of experience. They must provide at least 1 work sample in the medium they wish to contribute in (for writing this must be the form of the piece - those who apply with non-fiction pieces must write non-fiction, as with fiction)
Section 3: All contributors main source of contact and consultation is their section editor, followed by Senior Editor if section editor is unavailable, or unable to help with concern
Section 4: Deadlines set by section editors must be kept, unless excuses are given at least 1 week prior. This is subject to approval by the executive board, and new deadlines will be set and must be adhered to.
Section 5: Contributors must acknowledge and respect editor’s suggestions even if they do not decide to enact suggested changes
Article V: Capability of Executive Board
Section 1: The executive board consists of Senior Editors, Co-founders, the Executive Graphic Designer, the Social Marketing Executive, the Treasurer and Secretary.
Section 2: All voting procedures (inviting new board members, terminating members) must have a jury majority vote (n-1),
Section 3: Any claims against members of the organisation are to be submitted through an anonymous form and reviewed by the board within 1 week of submission (see Article VII for termination grounds), and the alleged member will be given an opportunity to defend themselves in the form of a written submission to the Executive Board (who will act as arbitrator for any conflict)
Section 4: Any conflicts between editor and contributor, can be brought forth by either party to the Executive Board, of which either two solution can be reached
i. The contributor will be moved to another section editor
ii.The individual at fault, must face disciplinary action (such as probation for editors, and possibilities of termination) from the Board
iii. If the editor is a member of the executive board, they will not have a say in this matter
Article VI: Finance
Section 1: Hysteria is non-for-profit, and no profit may go to the executive board
Section 2: All sales and sponsorships exist to keep the magazine financially sustainable, and to cover any of the predetermined possible uses of fees:
i. Website costs
ii. Printing costs
iii. Reviewer costs (for film, novel, restaurant)
iv. Advertisement and Events cost
v. Miscellaneous fees at the Executive Board’s discretion
Section 3: Any profit gained will be saved for contingencies in the future
Article VII: Plagiarism, AI Use, and other forms of malpractice
Section 1: All pieces published in Hysteria may not have been published or submitted elsewhere, including in other magazines, and to competitions
Section 2: All pieces may not have any form of plagiarism within them otherwise they will not be published
Section 3: It is both the writer’s and section editor’s responsibility to ensure there is no plagiarism and AI use, however once pieces are approved by section editor’s, accountability falls onto the editor
Section 4: Contributors are not allied to use any form of AI to aid them in their creation of works
Article VIII: Power of Constitution
Section 1: The constitution dictates Hysteria’s affairs and any violation of the Constitution are serious grounds for violation
Section 2: All contributors and members of the executive board must read and ratify the constitution before joining Hysteria formally
Section 3: Adding amendments to the constitution requires an (n-1) vote from the Executive Board
